In St. Petersburg, Florida, fight permits are not required. Kameel Stanley and Cristina Silva, of the St. Petersburg Times report that "A brawl erupted at a City Council meeting Thursday after council members voted to cede the public sidewalk fronting BayWalk to its owners."
The brawl was between a 76 year old man and a 61 year old man egged on by a preacher.
All about a sidewalk.
