This time in La Belle.
Forget about what the chattering classes have to say about the user fee thing, fact of the matter is sometimes to people who live outside of Latte Land a twenty five dollar fee like the one proposed by Premier Jean Charest in Quebec may as well be twenty five gazillion dollars. If you don't got it, you don't got it.
As Thomas Walkom in today's Toronto Star
throws a bunch of information up that basically says this: if you charge user fees people will tend to not seek medical help until they really, really, really need it ("Oh, this lump probably isn't cancerous; I don't need to see a doctor") and when they really, really, really need it is when the costs ramp up.
