That is what is being widely reported that the Hamilton Tiger Cats are threatening to do.
The Ottawa Sun reports that they have a genuine $17,000,000.00 offer to move to Quebec City, which, by the way, is one of the only markets in Canada that has a sufficient population to support a CFL club.
The other cities, sans CFL cities, that in my view could support a team, would be Ottawa and Windsor. Problem with both towns is the same problem that is vexing the current Hamilton ownership: stadium issues. And in Windsor the competition with the NFL and NCAA teams would make a team in that town a great risk. In Quebec City [and Ottawa] not so much.
Let's see how this plays out. Quebec City would probably be a great town for the CFL. It certainly has embraced the Rouge et Or of Laval and was a brilliant host for the Vanier Cup.
