Yessir that's Stephen Harper's Canada.
The Canadian Press dropped a UNICEF report that The Globe and Mail had in today's edition and it indicated that out of the 29 first world countries "...Canada [is] sitting 29th and last with 28 per cent of children saying they have used cannabis within the past year." Children for this study are 11, 13 and 15 years old.
